About Melrose
Melrose Residential is a five-bed residential treatment home for adults living with serious mental illness in Portland, Oregon. We are a small household with a steady routine, and a team that takes the time to know each resident. We are pending licensure with the Oregon Health Authority and plan to open in Summer of 2027.
As our first Administrator, you will be the Administrator named on our licensing application, so your name and resume will be part of what we submit to the Oregon Health Authority. We handle the application paperwork. We'll keep you updated by email as it moves forward and send you our policies and procedures once it's approved. Your employment and day-to-day duties begin shortly before the home opens.
About the role
This is a hands-on management role. You will work closely with the owner. Some days the owner is at the home and some days they are not, so you'll need to be comfortable running things independently and keeping the owner updated. The owner writes our policies and procedures and you bring the experience of how a home like this runs day to day. In the first months after opening, you'll manage the daily work and help shape how things are done as we learn together. You'll help train and supervise the care team, and you'll take on more of the management as the home settles. Your input on the policies is welcome and expected.
What you'll do
Run the home
- Manage daily operations, working closely with the owner and taking on more of the running of the home over time.
- Oversee the daily operation and maintenance of the home, and operate it in line with Oregon Administrative Rule 309-035.
- Be on site at least 20 hours a week.
- Administer our written policies and procedures, and learn them from the owner and help refine them from what you see working in the home.
- Report regularly to the owner, with clear and timely updates on residents, staffing, and anything that needs a decision.
- Run the home on days the owner is away.
- Arrange for a responsible staff person to be in charge whenever you are away.
- Designate and train shift leads, and serve as the on-call manager.
- Be the main contact for licensing and inspection visits.
Lead the team
- Make sure qualified staff are on site around the clock.
- Train, coach, and supervise care staff on shift routines, resident rights, and safety procedures.
- Provide or arrange required training, including orientation, annual training, CPR/First Aid, and HCBS training.
- Make sure approved criminal background checks are completed and documented for staff.
Admissions and residents
- Decide whether each prospective resident meets our admission criteria, and take part in the screening meeting.
- Provide and document orientation for each new resident.
- Sign each resident's service plan, or designate staff to do so, and make sure plans are carried out.
- Make sure residents are offered medical attention when needed.
- Meet with any resident who files a complaint within five days and give a written decision with appeal information.
- Respond in writing to urgent grievances within 48 hours.
Records
- Maintain the home's setting records, personnel records, and resident service records.
- Keep access to records limited to the Administrator and direct care staff.
Also
- Coordinate with case managers, prescribers, families, and community partners.
- Oversee medication practices, food service, safety, and sanitation.
- In your first paid days: review our policies and procedures, take part in staff orientation, and walk through the home with the owner.
Who you'll oversee
You will supervise the home's care team:
- Shift Leads, who are the person in charge on each shift. You train them, and they call you first when something comes up.
- Care Workers on daytime and second shifts, and Overnight Care Workers. You train, coach, and supervise them on shift routines, resident rights, and safety procedures.
You will also coordinate with the outside providers who visit residents, such as case managers and prescribers, and with residents' families. You don't supervise them. You report to the owner.
What we're looking for
- At least two years of experience working with individuals with mental health conditions under the Oregon Health Authority.
- Experience that lets you manage a home with confidence, and a willingness to teach and learn alongside the owner.
- Clear, dependable communication, including by phone and text when the owner isn't on site.
- Able to pass an approved Oregon criminal background check, with no history of abusive behavior.
- Able to be on site at least 20 hours a week.
- Organized and dependable, calm under pressure, with respect for the people we serve and a commitment to our CARES standards (Compassion, Accountability, Respect, Empowerment, Safety).
- Comfortable working closely with a first-time home operator.
Helpful to have: Oregon licensing or inspection experience, policy writing, supervising staff, QMHP or QMHA credentials, CPR/First Aid, and HCBS training. Required trainings, including HCBS, must be completed before you start.
Pay and schedule
- $35 per hour, starting at 20 hours per week. We expect to move this role to full-time as the home opens and fills.
- Pay begins on your start date, shortly before opening.
- Paid training before we open. You are paid your regular hourly rate for all required training hours.
- Any call or interview with the Oregon Health Authority that we ask you to join is paid at your hourly rate.
- $3,000 sign-on bonus, paid five weeks after the home opens to administrators still employed at that time.
- We pay for every certification or license this job requires. After you're hired, we'll also pay for healthcare-related certifications and licenses you'd like to earn, such as exam, application, and renewal fees, up to $500 per year. This does not cover classes or degree programs.
